Contract Title: Scientific and Technical Research and Vessel Rental Services

IPA Strategic Consultancy Inc. will procure marine scientific research, technical and vessel rental services to ensure the effective implementation of project research and monitoring activities within a framework of scientific integrity, methodological consistency and programme compliance within the scope of the BSB01238 HERO Project.  Under this contract, the contractor shall provide the following seven integrated service components in a coordinated and comprehensive manner: scientific research team services, marine litter characterisation and inventory services, capacity building and training services, preparation of marine pollution and habitat degradation technical reports, artificial reef impact reporting services, and vessel rental (with fuel) services for research, monitoring and clean-up operations. The scope of services covers the design and validation of the scientific methodology, provision of continuous scientific guidance to field teams, classification of marine litter monitoring data and structuring in GIS-compatible formats, design and delivery of capacity building training activities, production of technical reports in a professionally edited, scientifically translated, graphically designed and digitally publication-ready format, preparation of ecological impact assessment reports for artificial reef installations, and the provision, on an all-inclusive basis, of a fuelled, crewed, insuarance provided vessel supporting marine surface and sub-surface litter survey, diving and ROV-based monitoring operations and underwater documentation in the coastal waters of Istanbul. 
The project is financed by the EU INTERREG NEXT BLACK SEA BASIN PROGRAMME.

İPA Stratejik Danışmanlık AŞ, BSB01238 HERO projesi kapsamında; proje araştırma ve izleme faaliyetlerinin bilimsel bütünlük, metodolojik tutarlılık ve program uyumluluğu çerçevesinde etkin biçimde yürütülmesi amacıyla teknik, bilimsel araştırma ve tekne kiralama (yakıt dahil) hizmet alımı yapılacaktır. Bu kapsamda yüklenici; bilimsel araştırma ekibi hizmetleri, deniz çöpü karakterizasyonu ve envanter hizmetleri, kapasite geliştirme ve eğitim hizmetleri, deniz kirliliği ile habitat bozulması teknik raporlarının hazırlanması, yapay resif etki raporlaması hizmetleri ile araştırma, izleme ve temizlik operasyonlarına yönelik tekne kiralama hizmetini bütüncül ve koordineli biçimde sağlayacaktır. Hizmet alımı; bilimsel metodolojinin tasarımı ve doğrulanması, saha ekiplerine sürekli bilimsel rehberlik sağlanması, deniz çöpü izleme verilerinin sınıflandırılması ve CBS uyumlu formatlarda yapılandırılması, kapasite geliştirme eğitimlerinin tasarlanması ve uygulanması, teknik raporların bilimsel düzenleme, İngilizce çeviri, grafik tasarım ve dijital yayına hazır formatta üretilmesi, tüm izleme verilerini entegre eden interaktif dijital harita sisteminin geliştirilmesi ve sürdürülmesi, yapay resif kurulumlarına ilişkin ekolojik etki değerlendirme raporlarının hazırlanması ile İstanbul kıyı sularında deniz yüzeyi ve su altı çöp araştırması, dalış ve ROV tabanlı izleme operasyonları için yakıt, mürettebat, sigorta ve işletme giderleri dahil tam kapsamlı tekne kiralanmasını kapsar. Proje, AB INTERREG NEXT KARADENİZ HAVZASI PROGRAMI tarafından finanse edilmektedir.
